Representative Principles
The Municipal Waste Advisory Council approved the following principles to guide Local Government representatives involved in the allocation of or application for Covenant funds:
- The totality of projects approved should achieve a reasonable level of equity across the states and territories in terms of the distribution of benefits from Covenant funding;
- Information generated through Covenant funded projects must be able to be shared freely within and between states;
- Projects should avoid overlapping as much as possible and projects with broad and/or regional significance should be given priority over projects with highly specific and/or local significance;
- Proponents should be encouraged to develop collaborative projects where possible rather than separately seeking approval for similar individual projects; and
- Where the principles are inadequate to assist the Executive Officer in making a determination on a project or set of projects at the NPG the Executive Officer should refer the project to the Officers Advisory Group to obtain a Local Government perspective.
