Sharing the Benefits of the CDS

WALGA has developed a Draft Discussion Paper on how the benefits from the Container Deposit Scheme can be shared between Local Government and Material Recovery Facility operators.
In NSW and QLD, there have been challenges in reaching agreement as to how the benefits from the Scheme should be shared between Local Government and Material Recovery Facility (MRF) operators. In WA, there is the opportunity for Local Government and MRF operators to reach agreement, prior to the Scheme’s implementation.

The key approach outlined in the paper is that the benefits of the CDS are shared 50/50 between Local Government and MRF operators – net the verifiable MRF costs of participation in the Scheme. There will be a cost to the MRF to participate in the Scheme and agreement on what these costs are, will form an essential element of these negotiations.
